On 7 May 2026, the New South Wales Government announced a procurement process for providers to deliver Thriving
Kids supports in the state. This will include a 2-step Expression of Interest (EOI) and upcoming Request for
Tender (RFT) process.
This procurement process is for organisations who wish to provide services in the NSW Thriving
Kids program – the first state in Australia to do so. Information for other states/territories is not
yet available.
The NSW Government has not yet indicated what services will begin from 1 October. Autistic
children and those with developmental delay, who are eligible for NDIS services, will
continue to receive services under that scheme while Thriving Kids rolls out gradually by 1 January
2028.

Can private providers submit an EOI?
The DCJ seeks to contract not-for-profit organisations to deliver Thriving Kids
services.
In limited cases, the DCJ may use private providers for specialised services that not-for-profit organisations
cannot provide.
Private providers can submit an EOI. These responses may be considered in exceptional
circumstances.
